The current rules are in flux due to a court ruling, meaning crews should pay close attention. Simple B-roll shots downtown don’t tend to require permits, but the production should have insurance.
- Don’t expect to find street parking: On-street parking in Philadelphia can be extremely hard to come by, and even when crews find a space, it could have very strict time rules. The best bet for a production may be to use a small van and park it in a commercial garage.
- Know the union rules: Philadelphia is home to many performing arts venues, which make great filming locations. As for skyline views, it may be best to not shoot from the “Rocky” steps but instead head over to Fairmount Park’s Belmont Plateau.
